Never heard that one before, it's definitely a new one. The plungers by default are at 0 at rest and 127 (or -127) at max.
It sounds to me like some sort of calibration issue. Try uninstalling the device and drivers, physically unplug from the usb cable and reboot a couple of times. Reconnect the usb and see how it performs with no calibration (it doesn't use windows calibration at all).
